The initial talks of making a spin-off of The Hunger Games film series started when in August 2017, Lionsgate CEO expressed his intentions of making the film. By April 2020, Collins and Lionsgate confirmed the development of the project. Francis Lawrence was confirmed as the director and made the film’s prequels. The casting of the film was finalized between May 2022 till September 2022. The filming began on July 11, 2022, and ended on November 5, 2022. The shooting has been done in magnificent locations of Wroclaw (Poland) and Berlin, Germany. The screenplay is written by Collins, Michael Arndt, and Michael Lesslie, and Collin is also the film’s executive producer.
